Consistent layout for Step 2 filters #13

Can we configure the positioning of filters in the left panel of Step 2 so that they appear in the same vertical position for each data collection as much as possible? eg. Have "Spatial Extent", then "Time" always appearing at the top of the list of filters.

For some data collections with a large number of filters (eg. SOOP SST Near Real Time), you have to look quite hard to find Spatial Extent and Time.

I believe this has been addressed this iteration by https://github.com/aodn/aodn-portal/issues/983 so I will check next week during testing and if so I will close this issue.

Resolved, Spatial Extent always at the top of the subset panel, followed by time, then remaining filters shown alphabetically
