ABOS moorings location mistakes #375

Just found some obvious mistakes in the location of the following ABOS sites:

Latitude is sometimes positive, sometimes negative:

select site_code, latitude, longitude from anmn_metadata.abos_all_map
where site_code = 'EAC0500'

Also, looks like some deployments are missing a site_code global attribute. Some of which have -9999 for latitude and longitude.
