CPHL, CHLF and CHLU distinction made clearer in CSV header #404

Following this https://github.com/aodn/data-services/pull/905 and https://github.com/aodn/imos-toolbox/issues/532

We should add a field/column "comment" in the parameters.csv file and amend the parameters_mapping harvester as well.
