WFS not returning OGC Compliant exception responses #255

To Reproduce

Post request.txt to http://geoserver-123.aodn.org.au/geoserver/ows

What happens

Get a html page back - response.txt

What I expect to happen

I get an OGC compliant Exception response back with some information about the error - which in this case is that time_coverage_start and time_coverage_end aren't valid properties.
