Allow loading datasets when using a DeploymentDB #694

Currently, one cannot import an arbitrary dataset that is not listed/configured in the DeploymentDB.

This is useful for comparison - loading a climatology or even the long time series products - and check against currently loaded datasets.

[ ] A button to load an "external" dataset should be available when in DB mode/ at DB window.
[ ] Button triggers standard import (parser selection + PP).
