fix: geomag for 2020+ with new IGRF13 tables

Updates the Magnetic reference field tables
to IGRF13 to allow magnetic declination estimates beyond 2020.

Please note that variations from IGRF12 are larger as we drift
away from Dec/2010.

Compared to IGRF12, IGRF13 values are higher and will differ
from 0.01 at Dec/2010 to up to 0.07 at Dec/2020 (Hobart - sea level).

Update: The force push was just a reword on the commit.
