Build archive and display on Releases page when a release tag is created. Remove archiving of PR CI artifacts.

Won't work until we store the relevant secrets in Github. I'd prefer to use OIDC though.

Converting to draft to implement auth as OIDC.

No longer necessary due to Terraform migration. Closing.
