Replace bumpversion with maven-git-versioning-extension #1128

Build an artifact only after a release tag has been created.

use maven-git-versioning-extension to version artifact
remove bumpversion script and jenkins step

@utas-raymondng @digorgonzola closing this PR as it's been over 6 months. This approach can be revisited if it's decided to use native actions to build and version GitHub actions.
