Misc fixes #1181

Implement misc feedback:

survey: rename screens specify either 'survey metadata' or 'survey data'
species correct filter: update default dates to min 1/1/1996, max today
job view: hide program and extended if no program
db: use empty name for null program instead of "NONE"
make the materialised view refresh less chatty in the logs + add timings
