The Python script that parses the report should return 100 after printing this error, and then the bash script is passed that rc, checks it, and should exit since it's not 0. This isn't working anymore, at least not on Terra.
This was a blessing in disguise as a huge number of samples are just barely below the 0.90 cutoff. The default for SRA data should probably be 0.80, even if CDC recommends otherwise.
