(No principled reason behind this, you could have it the other way around. Do we have reasons to prefer one or another?)
Scratch that. Assume Amy and Lena are in the hallway. Amy tries to kill Lena, Lena tries to go to the bathroom. I think Amy should be able to kill Lena before Lena leaves. Allowing actions to take place before murders would make the killer's job much harder. It would also mean that, when they're alone in a room with someone, they're not safe to kill them without being directly observed -- somebody could walk in from another room before the murder occurs. So I think it makes sense to have murders occur before actions within the same round.
They should only see murders in the room they're currently in. Murders take place before actions.
