Config Editor --> Display: default language problem #84

What steps will reproduce the problem?
1. Open configuration editor
2. Select from menu: Display --> Display (or PwmError or Message)
3. Default language shows the text in browser language, English is gone.

What is the expected output? What do you see instead?
Default text MUST be English, in my case Dutch is shown twice (default and nl).

Please use labels and text to provide additional information.

Sorry, it's not the browser language, but the system language (Dutch: 
nl_NL.UTF8 on my Mac). Nevertheless, the config interface should show the 
contents of the non-localized files for default.

Does revision 192 make this better?  (or worse?)  I'm not sure this is really 
'correct', but at least it removes the unpredictability of the Java supplied 
default locale.

No, problem is not solved. The main difference is that "en" is no longer show 
in the drop down list before the "Add Locale" button.
