first pass at pertubation #116

want to introduce the ability to set a N-degree pertubation in the arm -> cursor mapping. no idea if this is the right way to do this, specifically:

don't understand how inheritance works
don't know what I need for my init func
not sure how _transform_coords is going to be called
not sure how to test this
