make bmi3d read to upload to pypi #139

making it easier to install bmi3d using pip, had to make some changes to where the secrets.json file is stored so it's not within the package itself but in the user's home directory.

Test putting secrets.json in a config dir in rig2

I tested this on rig2 and it worked!
