made some adjustments to texture rendering to allow for transparent backgrounds on text

added built_in_tasks/target_graphics/TextTarget
added TexPlane and other texture-on-surface models
they all make use of the class Texture() which creates an OpenGL texture object from a .jpg or .png image or (as i used it in TextTarget) a NxMx3 RGB numpy array
