prereqs only used in the test phase should be identified as test_requires, not build_requires #49

This prevents these prereqs from being introduced by systems that do not run tests by default, such as carton.

This is a duplicate of #46 except it’s missing the necessary bump to the Module::Build dependency which #46 already has.
