Make the `prevent_item_use` power type work on block items #46

This PR makes the prevent_item_use power type work on preventing 'usage' and 'placement' of block items. It also adds a new include_block_items boolean field that has a default value of false to keep the initial behavior of the power type

Should we follow the technical distinction of "block items" being "items", or would it be preferrable to create a new prevent_block_placement power type instead, in order to keep in line with what a regular MC user considers a "block"?

I'd say the latter would be better, just to be safe

This has now been superseded by https://github.com/apace100/apoli/pull/54, which adds a new prevent_block_place power type
