Add power for resetting phantomize state on respawn. #664

You usually don't want to burn upon spawning back in. This is primarily a QoL/fix feature.

This power uses a delay for the action to prevent a logging error.

I feel like it'd be more ideal to fix the error in Apoli first, rather than work around it with this.
