Fix broken link on how-to-contribute page. #416

The Contribute link for the Core Project was presenting a 404 error. Updated the link to point to the correct location of the contribute page for the Accumulo project.

Rather than in .github/CONTRIBUTING.md , should that file be move up one level and live along side README.md, TESTING.md ...

Closing due to the gemfile.lock file being pulled in as part of the PR. Will re-push without the lock file.
