I replaced Upload Release Action package (https://github.com/svenstaro/upload-release-action) with Create Release (https://github.com/actions/create-release) and Upload Release Asset (https://github.com/actions/upload-release-asset) as apache actions policy allows us to use one of apache/*, github/* or actions/* (https://infra.apache.org/github-actions-policy.html).
