ERR_HTTP2_SERVER_REFUSED_STREAM #9074

Description

Currently, Apisix supports http2 by default. When the browser uses http2 for proxy access, ERR is easy to occur when the concurrency is large HTTP2 SERVER REFUSED STREAM reported an error. Although I can solve this problem by turning off http2, I still want to know whether there are other methods. After all, the performance of http2 is higher
