[Website] Copy .htaccess to deploy site #506

Follow on to https://github.com/apache/arrow-site/pull/505 to actually copy the .htaccess file to the deployment site. Thanks to @kou for noticing this https://github.com/apache/arrow-site/pull/505#issuecomment-2076086096

Thanks @kou -- the htaccess file is now present on asf-site https://github.com/apache/arrow-site/blob/asf-site/.htaccess 🎉

I also tested a few links like https://arrow.apache.org/datafusion/library-user-guide/working-with-exprs.html https://arrow.apache.org/datafusion/user-guide/cli/index.html

And they seem to have redirected successfully to the new site https://datafusion.apache.org/user-guide/cli/index.html
