Do we still have flakiness issue with dependency downloads nowadays? Otherwise we can close this. @assignUser @kszucs @raulcd

We actually do again currently due to archive.a o links but infra mentioned that they want to combine the content of the new CDN and archive.a.o so it should go away on its own at some point?
