[Docs][Format] Move IPC format spec back into a separate page #41671

Describe the enhancement requested

Some time ago the IPC specification was added to the main Arrow Columnar Format page (https://github.com/apache/arrow/pull/5202/files#diff-6569a570a17ffd52bbe0b4f58cc6da2610ede6ac9c9d0771f46a01e80202946e). We could split this content again adding the IPC content back to a separate page, reasoning:

new content is planned to be added to the Arrow Columnar Format page making it harder to navigate through as it is becoming quite heavy with information
new parts of the specification also landed into separate pages, for example: C Data Interface, Flight, etc.
