[CI] pkg-config fails to install on ARM macos14 jobs

Describe the bug, including details regarding any error messages, version, and platform.

Some CI jobs:

• Python / ARM64 macOS 14 Python 3
• C++ / ARM64 macOS 14 C++

have started failing to install pkg-config via brew:

is a symlink belonging to pkg-config@0.29.2. You can unlink it:
  brew unlink pkg-config@0.29.2

To force the link and overwrite all conflicting files:
  brew link --overwrite pkgconf

To list all files that would be deleted:
  brew link --overwrite pkgconf --dry-run
