[Bug]: Github Actions failing to run #25541

What happened?

This appears to be an issue due to the self hosted runners not handling auth properly.

As a stop gap, we're reverting most of the bots & unit tests to Github offered runners, to get things moving while the root cause is sorted out.

Change merged in. Action queue is at 700+ presently.
