Update releasing.md based on preparing the Celix 2.4.0 release #28

This PR contains some update for the releasing page, based on preparing the Apache Celix 2.4.0 release.

The most important changes is the tar command so that the resulting tarball can be used to create a conan package that with build_all=True. With the usage of tar --exclude=".*" the .gitkeep files in bundles/pubsub/examples/publisher|subscriber where missing leading to build failures.
