private gateway ACL does not apply on the static routes #9837

Steps to reproduce the issue

add a vpc
add a vpc tier and deploy a vm
add a private gateway
add static routes to private gateway

expected: the private gateway ACLs apply on both the private gateway network but also the static routes

actual: the private gateway ACLs apply on the private gateway network only. No rules from/to the IPs in the network of static routes
