SUMMARY

Provide a direct download toggle option for normal user account during template registration

Currently, only the admin user can register a direct download template from the UI

Log in as a normal user and the direct download toggle option is not present

Expected behaviour

Since the API call supports direct download template for normal user Cloudstack UI should also show the option
