ci: Add NodeJS 20 to matrix. Dropped NodeJS 14.

Motivation and Context

Adds NodeJS 20 to the test matrix because that will be the next LTS. Removed NodeJS 14 as it's in maintenance. Note that NodeJS 14.x support is dropped, just will not be tested.
