P.S. The motivation is that the old apache-rat-0.12 download link did not seem to work.

Any idea about the changes included?

I just wanted to get the coho audit script working again, looks like they took the rat-0.12 download away. I don't even see rat-0.13 at the release notes at this time: https://creadur.apache.org/rat/RELEASE_NOTES.txt
