Bump package requirements

Description

• Drop Node 14 as it will reach EOL by April 2023
• Set Node Requirement to >= 16.0.0
• Set npm requirement to >= 7.10.0 (should be default that comes with node 16.0.0 installation)
• Update CI Workflow
