[WIP] Deprecation and Archiving Policy

I gotta say that I cannot see what a deprecation policy has to do with a project about "contributors". I would also favor putting this information into its own document, and adding a pointer somewhere else if appropriate.

I would think the following projects would be a better match for adding this info:

• cordova-docs
• https://github.com/apache/cordova
