Clean up CLI 12 docs

Description

closes https://github.com/apache/cordova-docs/issues/1231

Removed OSX platform docs
Removed Windows platform docs
Updated platform pinning page
- I think it would be better to just delete the entire page, since we maintain CLI version docs...
