Motivation and Context

Improve the package & CI services

Description

Drop Travis CI Configs
Drop AppVeyor CI Configs
Add GitHub Action CI's Workflow
Rename npm-script cover to test:coverage

Note: PR failure is caused by missing AppVeyor configs. Upon successful review, I will request AppVeyor to be disabled before merging.
