dep(npm): bump all dependencies to next major #910

Motivation and Context

Use latest npm packages where acceptable.

Description

Bumped following packages:

fs-extra@^11.1.0
write-file-atomic@^5.0.0
cordova-android@^11.0.0
jasmine@^4.5.0
jasmine-spec-reporter@^7.0.0
rewire@^6.0.0
init-package-json@^4.0.1

Packages not bumped due to ESM requirement:

detect-indent
detect-newline
execa
globby
pify

This PR also bumped the node engine requirement to >=16.13.0. Some of the sub packages requires node 16 starting at this minor release.

Since this PR is for next major, it is safe to update the node requirement.
