CI: Test OS versions that are not available on SauceLabs locally #139

Android 9 is currently not available on SauceLabs for example. As it has ~10% market share, it seems important to test our plugins on this version of Android.

Of course depends on https://github.com/apache/cordova-paramedic/issues/134
