Extend branch protection rules #118

Add strict status checks and need at least one approval.

Let's try it, but I think overall both here and on couchdb-ci protection doesn't make as much sense without a place to test and validate the artifacts before the pr is merged. The repo here just mirrors the state on the package servers and docker hub.
