pass AuthCtx from get_user_creds to update_user_creds #5252

Restores the original ability from https://github.com/apache/couchdb/commit/3e8286d40664fa0d7f32a3d375f64e64d181022c and https://github.com/apache/couchdb/commit/f9b549e68d40df01683867de22779d21fe0b90d0 to have extra context when updating user creds
