[EPIC] Support Metadata Audit Log #4887

Describe the proposal

It would be nice to have an audit log framework in Gravitino, like to define the format of audit log, the necessary information of each audit record.

@hanwxx , could you create other issues like creating a json formater, FileWriter, etc. so we could know what to do in the next phase.
