ci: Quick update for release_rc.sh and the LICENSE #201

As we don't package any binaries for distribution, it should be sufficient for us to have the LICENSE simply cover the Apache License that the code is covered under.

Also updating the release_rc.sh script use the correct number of arguments.

@kevinjqliu @Fokko @nastra can you please take a look at this? Once this and https://github.com/apache/iceberg-go/pull/199 are merged we can create a new RC
