Update the related documents with Apache branding guide

including:

[x] clean all the alibaba/GraphAr, to apache/incubator-graphar.
[x] clean all the website alibaba.github.io/GraphAr, to graphar.apache.org
[x] Update the community info with mail list
[x] Update the contributing guide with Apache Way
[x] Reorganize the document to adapt the layout of incubator-graphar-website
[x] Transform the document from RST format to Markdown for website building
[x] Enable the API reference page in website
