Is your feature request related to a problem? Please describe. This is part of apache infrastructure for the incubator project.

.asf.yaml is a branch-specific YAML configuration file that for a apache project to control features such as

• notification schemes
• website staging
• GitHub settings
• Pelican builds

our project need to specify a .asf.yaml and add to the repository.
