[Feat][DevInfra] Use `korandoru / hawkeye` to check license header

Is your feature request related to a problem? Please describe. We currently use apache/skywalking-eyes to check license header, but it has two limits:

• Run check/fix slower than korandoru / hawkeye
• Fix mode is only insert the header to the file, not directly fix the header of the file

Describe the solution you'd like Use [korandoru / hawkeye](https://github.com/korandoru/hawkeye) to replace [apache/skywalking-eyes](https://github.com/apache/skywalking-eyes], hawkeye is a simple license header checker and formatter that use by apache projects like apache opendal, apache-website-template. It has two advantage:

• Run check/fix fast than skywalking-eyes
• Fix the header directly.
