It has been mentioned in the issue, add transfer leader procedure implementation.

What changes are included in this PR?

Add transfer leader procedure implementation in transfer_leader.go.
Implement transfer leader http interface in API.go.
Remove some useless variable pointers.

Are there any user-facing changes?

None.

How does this change test

Pass unit test.
