This document provides an overview of the requirements and steps for electing Apache Committers. The main structure of this document is referenced from https://linkis.apache.org/zh-CN/community/how-to-vote-a-committer-pmc/. Some steps are pending completion by @imbajin.

EN doc will be synchronized later.
