Add `jbpm-quarkus-devui` to the Quarkus Accelerator and Dev Deployment images #1272

jbpm-quarkus-devui still requires a container engine to run, making it hard to use in K8s. Whenever this is resolved we can add the DevUI to the Quarkus Accelerator and Dev Deployment Kogito Quarkus Blank App image.
