Consolidate performance tuning recommendations for Drools #264

This is a clone of DROOLS-7435. following contents copied from the issue:

Issue Description:

we are missing a "permalink" and a highlighted section about antipatterns and performance considerations, style guide, etc.

Acceptance Criteria:

Consider consolidating "best practices" in own doc chapter in Antora including

  1. https://docs.drools.org/8.38.0.Final/drools-docs/docs-website/drools/language-reference/index.html#performance-tuning-drl-ref_drl-rules
  2. Laune document from preivous digital preservation efforts
  3. content from this slides https://docs.google.com/presentation/d/1dz8-wWAezawFwDazJ4fIKqNWd_QlwsdsfK0fwWN1Jo4/edit#slide=id.g6db572ddae_0_313 considering slide 29 and derivatives

Do we actually have the documentation at those links, or do we need to create it from scratch?

Yes, there is content in those links.
