Reintroduce image Kogito Base Builder for Web Tools #1754

In this PR, we introduce a missing image that we mistakenly removed here: https://github.com/apache/incubator-kie-kogito-images/pull/1748

The image has been modified in order to follow the patterns for reproducible containers and pass the ASF Release process. @paulovmr we need some tests from the tooling side.

How to backport a pull request to a different branch? Once the original pull request is successfully merged, the automated action will create one backporting pull request per each label (with the previous format) that has been added. If something goes wrong, the author will be notified and at this point a manual backporting is needed. > **NOTE**: this automated backporting is triggered whenever a pull request on `main` branch is labeled or closed, but both conditions must be satisfied to get the new PR created.

I've restarted and now we are getting the usual timeout problem. @jakubschwan @tiagobento @yesamer can you please take a look so we can move forward? @paulovmr have you tested the snapshot image I sent you yesterday?

@ricardozanini +1 to merge so we can generate new timestamped SNAPSHOTs and move forward with https://github.com/apache/incubator-kie-tools/pull/2229. Thanks @ricardozanini !

@ricardozanini I created an additional PR to add the Kogito base builder image to the weekly deploy job: https://github.com/apache/incubator-kie-kogito-images/pull/1758 Can you please merge it after merging this one?
