Feature(Android): Upgrade Version of dependency. #25

  1. Upgrade Android Gradle Plugin to 3.6.1
  2. Upgrade support library to 28.0.0
  3. Add x86_64 as ABI
  4. Remove maven mirror in aliyun.

This suppose to be the last commit we need before upgrade to AndroidX.
